I did get them out---they have to come out in order to use the poly bushes. I pressed them out with a carefully chosen socket that just contacted the casing and didn't hit the rod itself...but I had to heat the outer part with a torch before they would slide out.

Did you cut the metal insert rings out of the pan hard rod and smaller trailing arm bushing hole?
